A topic so close to my heart that it’s hard to write on, but on Laibaah’s request here is a take on the issue of Balochistan and in particular the issue of missing persons which is the core of the problem.

The issue of Baloch missing person remains unresolved by the democratic government even after nearly 4 years. Whilst every other day is a shocking mutilated-bullet-riddled-body found of a missing person; but this was not enough. Now the relatives of missing persons are reporting from their protest camp in Quetta that they are receiving threats to call off the strike. The Human Rights organizations and civil society in Pakistan ( apparently on a holiday) need to wake up to the violation of human liberty to protest, to seek justice and to raise voice. These threats cannot deter the Baloch from asking for their rights but curtailing the right to protest under a democratic regime makes this democracy highly dubious and reflects poorly on the ruling party; going politically bankrupt to say the least, as it has no political solution for Balochistan!

Everyone knows that at this point in time Balochistan needs a political solution neither an economic nor a military solution. But it seems those in power have lost all good sense to see the writing on the wall. The interior minister on twitter after some prying question on Balochistan said:

“Friends It is my pleasure that I am unwanted for those who are friends of terrorists and Zalman. My actions will continue against them” 16 Oct via Twitter

So for him, the Baloch as well as people like us who agitate with them against the extrajudicial killings are all “Terrorists” and “Zalman” or “Friends of Terrorists and Zalman”. The minister uses the word ‘terrorists’ so loosely and so often that it has lost its meaning; even if it had one. The interior minister’s ‘Reconciliation’ starts and finishes at the doorsteps of MQM; understandably so because MQM is not a terrorist organization!

If you ask the PPP member of human rights parliamentary committee; she shies away from the very topic; although claims to be the first one in championing other human rights issues; so selectivity in human rights issues is another trend that is followed unabashed.

On other occasions the PPP leaders have been harping on the strings of “a representative govt of the people in the province” “Balochistan package” and “NFC awards”. To be fair the NFC is a remarkable achievement but unfortunately too late to make a difference to the polity of the province. The situation has turned rather gross and the estranged Baloch don’t have anything to do with these packages. Whereas the actual issue is between the estranged Baloch and the State, not between the Balochistan govt and the federal govt as it used to be. So let’s not fool ourselves!

No genuine effort has been made to bring the estranged Baloch to the table and why should anyone! The ones sitting in Balochistan assembly and the cabinet won with a few thousand votes each – due to the nationalists’ boycott of the 2008 elections (Baloch and Pashtun nationalists did not participate in elections). Therefore calling it a “representative provincial govt of the people” is itself a farce. Moreover if the estranged Baloch are mainstreamed back into politics- where will the 51 member cabinet (as of last heard) out of the 65 member provincial assembly go? as the nationalists are likely to sweep the elections. The federal govt is somehow hiding behind this amorphous monster of falsehood—and knowingly!!

As a matter of fact no one can stop the PPP to take that first step of reconciliation towards the estranged Baloch. The lesson from history it seems has either not been learnt or has been buried with Shaheed BB Sahiba. Therefore it is now urgently crucial for the human rights organizations to not just give statements but to uphold the international instruments Pakitsan is either a signatory to or has ratified; in this case for what is happening in Balochistan.

So call me a “friend of the terrorists and Zalman” Senator Rehman Malik! But I want the Baloch to get back the true Meaning of Life! Do you?

    Relatives of missing persons have been on hunger strike for past 522 days in camp outside Quetta Press Club.
    QUETTA: The relatives of Baloch missing persons have been threatened to end their hunger strike camp set up outside the Quetta Press Club, confirmed Qadir Baloch, father of missing Baloch Republican Party (BRP) leader Jaleel Raiki.
    Talking to The Express Tribune, Qadir accused the government functionaries and a pro-government organisation of sending him threats through cell phone and by visiting his residence and hunger strike camps.
    “We had set up this camp about one and half year ago which is the sole platform for the relatives of missing persons to raise their voice. Families from far-flung areas come to register their protest,” he said.
    He said that two men had visited the camp and asked to him to end the strike. “He told me if I want my son alive then I must end the strike. I argued that if you people release all the missing persons then we will end our strike.”
    Qadir said he had a list of those missing persons whose relatives are on strike.
    “We have been on token hunger strike for the past 522 days and are demanding immediate release of our missing relatives. Our voice has been heard by international humanitarian organisations like Amnesty International, Human Rights Watch and others; and now some elements are threatening us to end the strike,” he added.
    Qadir, who was sitting alone at the camp, said he realises the pain that a family feels after losing a loved one. “I informed the HRCP and other organizations about these threats.”
    The relatives of the missing persons said they observed hunger strike outside Supreme Court, National Press Club and in Karachi but to no avail.
    According to Voice for Baloch Missing Persons (VFBM), an organisation striving for the recovery of missing persons, over 8,000 people are missing from Balochistan and they have complete information or data about 1,300 missing persons. They said the mutilated and bullet riddled bodies of over 200 Baloch missing persons were found dumped.

  2. If Pakistan cannot treats its own citizens, the Baloch nation, with respect and equality, where does the so called Two Nations Theory stand?

  3. Excellent article. The author has candidly and sincerely written down her sentiments which reflect true sentiments of most Pakistanis, whether they are Baloch or belong to some other ethnic group.

    Our hears cry for our Baloch brothers and sisters. PPP Government has failed them. However, the major responsibility of course resides with those who are actually killing and dumping the Baloch, ie, Pakistan army, and those who are obfuscating, ie, human rights groups. Shame!

Excellent article though I have some reservation…agree to some extent with author that ppp govt has faild to solve the prob created by dictator Mush but the fact is ppp have only 8 mmbrs in bln assembly rest of them r mullahs PML-q nd of course half of them r brothers cousins or close relatives of so called freedom fighters & under these circumstances it is difficult 4 ppp govt to implement policies they had layed down to address the issue of bal,now things have ttly changed nd seems that armed forces has decided to coupe with insurgents in the concept of islamic laws jan k badlay jan which no doubt is wrong but no other option has been left 4 them they r bound to protect mother land…I feel pitty 4 90% balochs they r suffring through the hands of 5% hard core militants & 5% of their silent supporters as 4 claim of (VFBM) that 8000 person r missing is absolutely false statement,if this figure is correct than 4 sure 90% of them r in RAW established training camps of afghanistan 4 training to fight against armed forces of pakistan…majority of balochs r patriot, powerful baloch leaders ie Nawab Aslam Raisani,Nawab Zulfiqar Magsi,all sadrars of sarawan + jamalis umranis,khosas etc r enjoying treasury benches,remaining,chief of jhalawan, nosharvani,bhotani,jammot,lasis,Rind etc r either supporting PML-n or Q.kulper nd massori bugtis r also supporting govt,Ataullah mangel is also quite,nether supporting nor opposing!

    پاکستان میں مبینہ طور پر خفیہ اداروں کے ہاتھوں لاپتہ ہونے والے افراد کے فوجی اور سول عدالتوں میں مقدمے لڑنے والے وکیل کرنل ریٹائرڈ انعام الرحیم نے الزام عائد کیا ہے کہ پاکستانی فوج کے انٹیلی جنس ادارے کے ایک سینیئر افسر نے انہیں ان مقدمات کی پیروی سے باز نہ آنے کی صورت میں سنگین نتائج کی دھمکی دی ہے۔
    سپریم کورٹ کے چیف جسٹس کے نام خط میں انعام الرحیم نے کہا کہ اگر انہیں کچھ ہوا تو اس کی ذمہ داری ملٹری انٹیلی جنس کے افسران پر ہو گی۔

    پاکستانی فوج کے ذرائع نے کرنل انعام الرحیم ایڈووکیٹ کے اس دعوے کی تردید کرتے کہا ہے کہ مذکورہ وکیل کو احتیاط برتنے کو کہا گیا تھا لیکن اس میں دھمکی کا عنصر نہیں تھا۔
    بی بی سی کے استفسار پر سیکورٹی ذرائع نے کہا کہ انعام الرحیم کو انٹیلی جنس رپورٹس کی بنیاد پر طلب کیا گیا تھا اور ان سے کہا گیا تھا کہ وہ ایک حساس مقدمے کی تفصیلات غیر مجاز افراد کو فراہم کرنے سے اجتناب کریں کیونکہ اس طرح کچھ لوگوں کی زندگی کو خطرہ لاحق ہو سکتا ہے۔
    حکام کا کہنا ہے کہ کرنل ریٹائرڈ انعام کو کسی قسم کی دھمکی نہیں دی گئی۔

    تاہم انعام الرحیم نے اپنے دعوے پر اصرار کرتے ہوئے کہا کہ سترہ اکتوبر کو انہیں ایک فوجی افسر نے ٹیلی فون کر کے ملٹری انٹیلی جنس کے صدر دفتر آنے کی دعوت دی۔ اگلے روز وہ جب مذکورہ افسر کے پاس پہچنے تو انہیں دھمکی آمیز لہجے میں لاپتہ افراد کے مقدمات سے دستبردار ہونے کے لیے کہا گیا۔
    انعام الرحیم نے کہا کہ مذکورہ افسر نے ان سے کہا’آرمی کے بارے میں ہر اہم کیس میں آپ کا نام بطور دفاعی کونسل آرہا ہے۔ آپ کے لیے بہتر یہ ہے کہ ان کیسوں سے دست بردار ہو جائیں۔ بیشک آپ اس کو نصیحت سمجھیں یا کچھ اور فوج کے مفاد کے لیے کچھ بھی کیا جا سکتا ہے اور آپ اس سے اچھی طرح واقف ہیں۔‘

    انعام الرحیم نے کہا کہ انہوں نے ایک خط کے ذریعے یہ معاملہ چیف جسٹس آف پاکستان جناب جسٹس افتخار محمد چوہدری کے نوٹس میں لایا ہے۔
    اس خط میں مذکورہ وکیل نے کہا کہ انہوں نے ملٹری انٹیلی جنس کے بعض افسروں کا نام تحریر کیا ہے جنہوں نے انہیں دھمکی دی ہے۔
    انعام الرحیم نے کہا کہ اگر انہیں یا ان کے اہل خانہ کو کچھ ہوا تو اس کی ذمہ داری ملٹری انٹیلی جنس کے ان افسران پر عائد کی جائے
